Service Development Timeline

The Service Development Timeline (SDT) has been created to assist Councils with the development of new waste management collection contracts for domestic recycling, organics and garbage.

SDT Summary

The timeline consists of five Phases, from Consultation & Planning to Monitoring & Review, each with a number of Key Considerations. The Key Considerations include a Deliverable which needs to be completed, and where relevant additional information is provided in Information & Links, Tips and Costs sections. It is important to note that while the Phases should be undertaken sequentially, many of the Key Considerations should be undertaken either concurrently or in overlapping periods.

The SDT is available in an excel spreadsheet format, and as an interactive online program in which you can record your progress over time and add your own comments and information.

Waste Management Collection Contracts

The Service Development Timeline is designed to deal with collection contracts that are on a seven to ten year cycle as distinct from processing contracts (such as Material Recovery Facilities or Composting facilities), which require a separate process. The model is based on an open tendering process, rather than an Expression of Interest/Selective Tendering process, as described in the NSW Local Government (Tendering) Regulation 1999.

How To Begin

The SDT is available for use by all NSW Local Councils. Councils from other states in Australia are welcome to use the timeline but must note that legal variations in other states are not considered in the SDT.

Once registered, you have a choice to use the Interactive Online Program or you may download the Microsoft Excel spreadsheet version for offline reference.
